I have two dell laptops, one is an XPS 13 45W USB C charger and another dell with a 60W barrel charger which also supports USB C charging. The Dell XPS is unable to charge with my 20W charger from my Pixel 3a phone, but the other dell laptop is able to charge with the 45W dell charger (although there is a warning that the charging is slow).
Vanilla battery reset: Charge to Full. Disconnect the AC. Allow to discharge to zero. Charge to 100%. Restart the computer. This should reset the battery, and if still works as you describe, it may be time to replace. For number 3, go to the manufacturer's support site for the Power Driver and update it.
The battery can load at 100W max. If you use a 100W USB-C and don’t use your laptop, it loads in max speed and is full after 1 to 1,5 hours. The normal power supply delivers 230W so you can load your laptop and do some things which don’t need the gpu that hard, I strongly recommend the silent mode.
